Martha Kelly

Ms. Kelly is responsible for product design, including research and analytics, for ASCEND. She has over 20 years of experience in statistical analysis of large databases in support of outcomes research, program evaluation, policy analysis, and technology experience across the public and private sectors.


Prior to forming ASCEND, Ms. Kelly was a Senior Vice President of IMPAQ Health where she led strategic growth activities as well as established and provided oversight to the Advanced Analytics practice. Previously, she was the Senior Research Director and Finance Director at Acumen, LLC, where she was responsible for leading strategic engagements related to Medicare and private health insurance, particularly with hospital readmissions analyses, new payment reform proposals such as bundling, and impact analyses for proposed policies. As an Assistant Director with the US Government Accountability Office (GAO), Ms.Kelly led comprehensive studies for Congress on a range of health care topics, including examining the operations and impact of Medicare, Medicaid, and other health systems operated by the Department of Veterans Affairs and the Department of Defense. Prior to joining the GAO, she was a Senior Associate at Covance, where she led study design and analytics for Phase IV clinical trials focusing on quality of life and direct-to-consumer advertising.


Ms. Kelly holds a Master of Science in Public Health with a concentration in Quantitative Methods and Biostatistics from the University of North Carolina at Chapel Hill and a Bachelor of Science in Economics from The Johns Hopkins University.
