Mr. Elcik is responsible for technical vision and oversight of product development at ASCEND. He has over 25 years of experience in systems engineering and software development. He has built database-backed web-enabled applications for healthcare release of information, medical coding and workflow, clinical trial data capture, and healthcare claims analysis systems.
Prior to forming ASCEND, Mr. Elcik was Vice President of Information Management and Technology at IMPAQ Health where he provided technical oversight on federal healthcare and workforce development projects. In addition, he also spearheaded research and development activities that led to the development of the Hybrid Open System Technologies™ framework of the ASCEND product suite. As a Technical Program Manager at Harris Corporation (formerly ITT Exelis), Mr. Elcik provided system engineering, architecture, and project management leadership to develop plans for a DoD RF spectrum data warehouse and advanced analytics suite. As the Director of Information Systems for Inovalon’s startup Health Data Insights product line, Mr. Elcik designed, developed, and supported a healthcare data warehouse and associated web-based application systems as well as managed and maintained all software, data management, data research, and system quality controls associated with the business line and its product outputs. He was also responsible for developing complex data queries using healthcare claims data in clinical data mining and analysis projects supporting evidence-based medicine decision making for health industry clients which led to the development of the MORE² Registry.
Mr. Elcik has a Master of Science in Operations Research from George Washington University and a Bachelor of Science in Electrical Engineering from the University of Maryland.
